Town Deal Waterfront Connectivity

The Waterfront Connectivity project includes improving the general environment around the south of the Marina along with connectivity and public realm enhancements. The project will help realise the potential of this area, integrate new land uses and provide the opportunity for improved connections between the waterfront, the town centre and the train station.

The changes will comprise of road junction improvements, better signage and cycle storage at the Waterfront, Town Centre and enroute to Seaton Carew. There will also be improvements to the waterside edge and along parts of Maritime Avenue and the Seaton Carew Link. Improvements will include new lighting columns, new pavements, widening of pavements alongside additional soft landscaping.

Phase 1 of the project, which started on site April 2023, includes:

Seaton Carew Link and Promenade Works – Resurfacing of existing footways and verges.
New accessible ramp at the rear of the Tees and Hartlepool Yacht Club either side of a slipway which cuts through the promenade. The works will benefit residents living around the marina and will also make the area more accessible for visitors to the world famous Tall Ships Races which the town is hosting this summer from July 6th-9th 2023.

Phase 2 of the project includes:

Two junction upgrades along Maritime Avenue – Installation of raised features using contrasting materials and tactile paving surfaces. This will make it easier to use the junction, particularly for people with disabilities.
Victoria Terrace Junctions – Improving the road surface to slow down traffic and prioritise pedestrians to increase access to the Waterfront.
Improving the walkway at the Waterside Edge and Maritime Avenue Edge – Looking to remove and de-clutter fencing to improve access to the water.
Waterside Community Park – improved planting, landscape and seating to welcome people to the Waterfront.
Creation of paved areas to link into the Coastal Path.
The project is looking at installing 28 new lighting columns, 30 benches and bins.

Thank you for your question. Following the completion of the Phase 1 works in late 2023/early 2024, the council and its partners have turned its attention to the successful delivery of Phase 2, which will incorporate up to eight sub-phases of work to be completed by the Spring 2026.
Phase 2 Works include:
- Resurfacing work on Victoria Terrace completed in April 2025
- Further public realm, highways/junction improvements, new street lighting and cycleways planned to start in September 2025 on Maritime Avenue, Highlight and the Rear of Mecca Bingo
- Public realm improvements planned for Museum Plaza (site adjacent to the PS Wingfield Castle vessel) – due to start in the Autumn 2025
- Fabrication and installation of new floating pontoon structure at Jackson’s Dock, which will enable water sports activities to take place on this site and which will complement the leisure offer available from the Highlight facility – work to be started in late 2025, and be completed by March 2026
- Fabrication and installation of new interactive signage posts in and around the Marina and Church Street sites – work to start late 2025, and be completed by March 2026
A detailed work programme will be published shortly, as some time frames for delivery are being finalised soon.
