First, we will ask for your views about each activity that we are proposing to restrict with the Town Centre Public Space Protection Order.

Each activity listed is called a Schedule. For each one, you will have the chance to say whether you agree or disagree with including that activity and add any comments you would like to make.

Schedule A: Groups of people acting in a manner likely to cause harassment, alarm or distress.

This Schedule would allow groups of people acting in a manner likely to cause harassment, alarm or distress within the Town Centre area to be issued with a Fixed Penalty Notice.

The phrase "acting in a manner likely to cause harassment, alarm or distress" is an offence under the Public Order Act 1986, specifically Section 5. It involves using threatening, abusive, or insulting words or behaviour, or displaying a visible representation (e.g. writing, signs, etc.), that is likely to cause harassment, alarm, or distress.
