Public Space Protection Orders (PSPOs) are legal tools introduced in 2014 to help stop anti-social behaviour in public areas. Hartlepool currently has two PSPOs in place, which are set to be renewed in late 2026. You can read about them by clicking this link.

Now, the Council is asking for your views on two new proposed PSPOs:

  1. Town Centre PSPO:
    This would help Council officers deal with people who repeatedly behave in ways that cause alarm, harassment, or distress in the Town Centre. While police and Council efforts are already reducing serious violence and retail crime, this PSPO would target persistent anti-social behaviour. Many of those who act in this way have complex lives, often linked to addiction, so this order would need to work alongside support services. This order would only apply to the area shown on the map [map].

  2. Back Lanes PSPO:
    This would address problems in Hartlepool’s back lanes, such as people blocking access for bin lorries. These blockages delay waste collection and inconvenience residents.


For both of the two proposed new orders you will have chance to read a description of each activity that will be restricted by the Order (this is called a Schedule). You can then say whether you agree or disagree whether it should be included.
