The Wesley Chapel is a prominent Grade II-listed Victorian Methodist Chapel, built in 1873. It is an important heritage asset for the town, located at the end of Victoria Road, near the Council’s Civic Centre and directly opposite Middleton Grange Shopping Centre.

The building suffered extensively including by fires between 2001 and 2021 and costs are high to restore the building in a way that preserves it as a heritage asset and is in keeping with the quality of restoration needed for a Grade II listed building. The cost of restoring historic buildings is often higher than the owner's commercial end-value of and this difference between cost and value is known as the 'conservation deficit'. It is often the reason that heritage buildings are not viable to restore and preserve.


The Town Deal investment of £1.4 million is funding this conservation deficit to enable the project to proceed, while the owner funds the majority of the costs, more than £2.5 million.


Historic England, the public body that ensures our heritage environment is protected, support and recognise the importance of the project in helping to deliver economic growth through restoring heritage buildings.


The project will deliver a high-end boutique style wedding and events venue with 36 rooms and four commercial units, which is required to serve the growing tourist and business communities as these sectors grow, whilst making the heart of Hartlepool town centre work better as a destination.

    Hi Joanne and thank you for the question. The Wesley is due to open this year following its full restoration as an events venue, but Hartlepool Council will not be the operator of the venue. If you can email us directly at TownDeal@hartlepool.gov.uk we will respond to your query but also pass on your contact details to Jomast who will be operating the venue so that you can liaise with them directly, hope this helps.

    Thank you for your question, and yes the Wesley Chapel will be able to host weddings and functions when it is completed. We are working with the owners as the restoration and redevelopment nears completion, and will hopefully be able to publish details of opening dates and contact details soon.

At present the capital build is due to be completed by early in the new year (2026) but as yet no date has been set for the opening of the venue or when bookings for events and weddings will be available from.     Thank you for your request however the Council is not the leader developer on the project but a funding partner. As the project nears completion this year, the developer and future operator now has all partnerships in place to deliver the scheme, but thank you for your interest

HBC will not be the owners and operators of the venue upon completion of the restoration, however we are working closely with Jomast on the redevelopment.     Thank you for your question, and yes the complex restoration of the Wesley Chapel began in May 2023, is progressing well and its completion as a boutique hospitality venue is expected to be completed in late summer of 2025.

    Thank you for the question and the really valuable suggestion about ensuring the venue acknowledges the importance of its heritage, history and importance to the town. We are working very closely with Jomast on all aspects of the project and while they will be responsible for the interior fit out and appearance we will of course liaise with them to ensure that the buildings history is recognised as prominently as possible

    Thank you for your interest Neil. While the Council is supporting the development of the Wesley Chapel through Town Deal, as the developer and operator Jomast will be responsible for all internal furnishings and not the Council.
