Town Deal: Re-imagining Middleton Grange Shopping Centre
The project involves the first phase of the regeneration and re-imagination of the Middleton Grange shopping centre, to create a clearly defined mixed-use heart for the town centre.
This transformational project is designed to change the image of the shopping centre from a large-scale, inward-looking shopping mall to a well-connected mixed-use area which contributes to the character of Hartlepool as a waterfront market town. This will be achieved by attracting a new mix of uses, addressing vacant retail space and improving the character of the town centre.
Project update – December 2025
The Council is working in partnership with Hartlepool Development Corporation to bring this redevelopment forward in 2026. This will include procuring development partners and contractors in the Spring of 2026 to deliver the refurbishment and renovation of the Grade II listed former Binns Building and enhance the retail entrance. Announcements will made early in the New Year as well as visual improvements, and work to transform the north east corner of the shopping centre will soon take shape, complimenting the increased vitality of the area which includes the Wesley Chapel development and the opening of the neighbouring Business Centre.

Rob Hall asked 3 days agoThank you for your question and suggestion regarding the proposals for the Binns Building. We have considered a range of accessibility options at the early stages of design and liaised with a range of stakeholders. Victoria Road is a main town centre route, well used by public transport, and a major route for emergency services and general traffic alike. As such it would not be practical to close this main road. Detailed designs for the scheme will be shown here as the project progresses.

Saif asked 10 months agoThank you for your question, the Town Deal funded project will be focused on the north east corner of the shopping centre, and only a small part of the overall shopping centre footprint. The Council is working closely with the Hartlepool Development Corporation to now finalise the proposals as these complex, large scale capital projects require a great deal of due diligence and planning. All stakeholders will be engaged fully in the very near future which will include a full timeline for the scheme.

While HBC was awarded a grant through the Town Deal programme in 2021 for the Reimagining Middleton Grange project, the Council does not receive this money up front but in arrears upon successful completion of agreed outputs. The project to bring the former Binns building back into use is still in development.

Jav asked 11 months agoThank you again for your question, and as previously highlighted, Hartlepool Development Corporation is currently in the process of developing the masterplan for the reimagining of Middleton Grange and once this is approved it will be publicly available via this page, together with a confirmed construction timetable. The Council is working closely with the HDC to develop the proposals and complex, large scale capital projects require a great deal of due diligence and planning. All stakeholders will be engaged fully when the important early phases of project development are completed.
