Aerial view of Middleton Grange Shopping CentreThe project involves the first phase of the regeneration and re-imagination of the Middleton Grange shopping centre, to create a clearly defined mixed-use heart for the town centre.

This transformational project is designed to change the image of the shopping centre from a large-scale, inward-looking shopping mall to a well-connected mixed-use area which contributes to the character of Hartlepool as a waterfront market town. This will be achieved by attracting a new mix of uses, addressing vacant retail space and improving the character of the town centre.

    Thank you for your question. While HBC was awarded a grant through the Town Deal programme in 2021 for the Reimagining Middleton Grange project, the Council does not receive this money up front but in arrears upon successful completion of agreed outputs. The project to bring the former Binns building back into use is still in development.

    Thank you for your question, the Council is currently in the process of developing the outline design and once more detailed technical design is undertaken and approved it will be publicly available via this page, together with a confirmed construction timetable

    Thank you again for your question, and as previously highlighted, Hartlepool Development Corporation is currently in the process of developing the masterplan for the reimagining of Middleton Grange and once this is approved it will be publicly available via this page, together with a confirmed construction timetable. The Council is working closely with the HDC to develop the proposals and complex, large scale capital projects require a great deal of due diligence and planning. All stakeholders will be engaged fully when the important early phases of project development are completed.

     Hartlepool Development Corporation is currently in the process of developing a masterplan for the reimagining of Middleton Grange although this is not yet publicly available.

     However we are happy to direct you to the wider Hartlepool Development Corporation Masterplan which includes general guidance relating to the Middleton Grange focus area.

     Please visit the centre website for relevant contact information for shopping centre management to address any specific queries relating to your unit.

    Capital projects, especially large scale schemes, are incredibly complex and with this particular project there are a significant number of stakeholders with freehold and leasehold interests, numerous legal processes to work through and complex designs and construction processes to develop with this particular scheme

    Thank you for your question. While the Town Deal project has a defined footprint for redevelopment, at this stage we are yet to determine the precise start date for improvements, but will update this page in due course.
