The existing Mill House Leisure Centre has reached the end of its effective life and is in need of replacement. This presented the opportunity for a new active wellbeing hub ‘Highlight’ to be more strategically located to become a must-visit destination and a community venue offering a range of opportunities and activities. Highlight will be surrounded by informal outdoor event and activity spaces to support walking, cycling, running, outdoor fitness, with connections for water-sports, utilising Hartlepool Marina.
Designed by GT3 Architects, Highlight’s strong linear lines are inspired by the railway tracks which ran from local timber and coal yards into the former dockland site during the 19th and early 20th centuries. The building will grow in height from west to east and offer incredible views of the wider waterfront site, marina and sea.
The mix of facilities within the new leisure centre will include:
• A 25m 8-lane main pool
• A 25m 4-lane learner pool with movable floor
• A leisure pool including race slide and water play features, spectator seating
• A 100-station gym
• Two inter-connected fitness studios
• An indoor cycling/”spinning” studio
• Active and soft play areas
• A party room
• A café
• An NHS consultation suite
• External ground and first-floor terraces
Project Progress update
Work has now started on site, led by the appointed principal contractor Wates Group Ltd and will progress at pace through 2024 and 2025.

Share Why was a construction company from York chosen to build the new leisure centre when local companies were in the bidding process ? not only does it mean local people will have lost out on employment opportunities, but a company like Wates will have their own established supply chain, which I’m quite sure won’t be local suppliers.
So, not only has a local construction company lost out on a major project, employment opportunities have been lost and opportunities for local suppliers has been lost.
If local construction companies had submitted a higher bid figure I’m sure negotiations could have come to a more acceptable figure, and secured more local employment and a more local supply chain which is far more acceptable to the residents of Hartlepool.

Thank you for your question Wates Construction Ltd, whose head office is in Leatherhead but with regional offices across England, was selected through a robust tender process having demonstrated the requisite skills, knowledge and track record to build such an important facility. Wates also provided best value for money from a build cost perspective. Wates strategy is to employ local sub-contractors where appropriate and through an agreed social value contract, will also support local communities, schools, students and local people, through training, learning and job opportunities, to optimise the value and positive impact of the project locally.

Thank you for your question. The new facility will not have a steam room or sauna. During a rigorous evaluation process of the facility mix required and set against operational costs and predicted income, the decision was taken not to include steam room or sauna.

Hi Jon, Thank you for your question. Highlight will not include squash courts, moving forward. We are revisiting the Council’s strategic Indoor Facilities and Playing Pitch Strategy in the coming months however and will re-evaluate the level of demand and need for future provision, as part of that robust process.

Thank you for your question regarding the Highlight Leisure & Wellbeing facility.
The movable floor is a significant component of the facility, as Highlight will be the town’s main leisure and wellbeing facility for many years to come, so it’s important that it is future-proofed to accommodate changing and growing demands. The moveable floor offers much greater flexibility in the use of that area, increased opportunity for income generation. The movable floor allows for quick adjustments to pool depths so that it can be used by different activities, user groups and purposes in a way that a standard pool floor doesn’t. For example, we can set the floor at full depth for swimming or reduce depths for aquatic fitness activities for people with poor mobility, parent and baby classes and children’s learn to swim. By having the floor at “deck level” the area can even be used for “dry activities” - from low impact fitness classes to enabling spectating at club galas.
