Hartlepool Borough Council has prepared a draft Residential Design Code & Guidance Supplementary Planning Document (SPD) to help positively shape new housing developments in the borough.
The draft Residential Design Code & Guidance SPD provides a set of clear design rules (codes) and guidance for how all new housing developments should be designed.
The codes and guidance cover many elements of design including;
Movement – how to design walking and cycling links
Built Form – how houses should look
Homes and buildings – how the space around a house should be designed
Nature & Public Space – how to design green spaces and include trees
The SPD also provides codes and guidance for certain areas in Hartlepool where housing growth is anticipated these include:
Outer Neighbourhoods (the area to the west of Hartlepool)
Wynyard
Villages (the existing villages within Hartlepool).

Paper copies are also available at Hartlepool Borough Council, Civic Centre, Victoria Road, Hartlepool, TS24 8AY and central community hub.
How to take part
HBC are now seeking comments on the draft Residential Design Code & Guidance SPD.
Paper copies of the survey are available upon request.
Consultation will be open until 5pm on 28th April 2026.
What happens next?
The draft Residential Design Code & Guidance SPD will be updated and then adopted by the council.
When the Residential Design Code & Guidance SPD is adopted all planning applications for new residential developments will be assessed against the codes and guidance set out within the SPD.
