Conservation Area Management Plans
Consultation has concluded
Historic England awarded Hartlepool Borough Council a Regional Capacity Building Grant to support the preparation of conservation area management plans (CAMP) for the Headland and Seaton Carew Conservation Areas.
Conservation Areas are ‘areas of special historic or architectural interest, which are desirable to preserve and enhance’ which are statutory designations under the Planning (Listed Buildings and Conservation Areas) Act 1990.

Purcell Architecture Ltd, an external specialist consultant, were appointed to undertake the review on behalf of the Council. Purcell reviewed the condition of the conservation areas, looked at the boundaries of each area to see if any parts should be removed or included, and identified opportunities for enhancement. In addition, an online consultation was carried out to gather resident’s views on each conservation area, alongside two drop-in sessions where there was an opportunity to ask officers, and the consultants, questions.

Each one has the following sections,
- Part 1 defines and records the special interest of the conservation area.
- Part 2 analyses the characteristics that make the area special, also referred to as ‘the Appraisal’.
- Part 3 provides an analysis of the current issues and opportunities facing the conservation area. It then provides an overarching vision for the conservation area, recommendations to enhance the area, and guidance and design advice on how to manage change.
- Part 4 contains further information for residents and developers on where to seek advice and help, a bibliography and glossary, and detailed plans of the area.
Please download and read the document for the area you are interested in and then submit your feedback by completing the relevant survey for the area you are interested in.

Call in to one of our drop-in session to ask any questions you might have about the draft management plans or just to find out more about the project.
The sessions are not location specific so if you can't make the drop-in session in your area you are welcome to come along to the other one.

The responses you provide will be considered when finalising the documents in the coming months.
