Thank you to everyone who took part in the consultation and shared your views on the Draft Visioning Document. We took what you told us and used it to develop the final version of the Visioning Document. This final document was presented to the Neighbourhood Services Committee on Thursday the 24th March and then to the Planning Committee on Wednesday 6th April.

Welcome to the Wynyard Garden Village Visioning Document consultation. From here you will be able to find out about the proposed vision for the Garden Village and share your views.
This consultation closed on Monday 7th March 2022.
Background to the vision
Wynyard was designated as a Garden Village in January 2020. Since then, Homes England and Wynyard Park have been working closely with Hartlepool Borough Council on what this means for Wynyard’s future.
The visioning document available here for consultation explores how ongoing development at Wynyard can achieve the key qualities that underpin the Government’s Garden Village Programme.
The Government’s designation of Wynyard as a Garden Village represents an important opportunity to deliver a sustainable new settlement at Wynyard.
As a Garden Village, Wynyard is a key location for additional investment in the local and strategic road network, schools, open spaces and community facilities to support the area’s continued growth as a sustainable, self-sufficient community.
The announcement in January 2020 also confirmed that up to 6,800 homes may ultimately be built at Wynyard, making the development the largest new settlement in the North East.
Wynyard’s key milestones
The first 30 years…
Late 1980s: First planning permissions for development granted south of A689.
1990s through to 2005: Development and substantial completion of Wynyard Village, circa 880 dwellings and a small local centre.
2000 to 2018: ongoing delivery of new homes, Wynyard Primary School (2015), and employment uses.
2018: Hartlepool Local Plan Adopted, confirming allocation of up to 1,200 further homes at Wynyard within Hartlepool.
2019: Stockton on Tees Local Plan adopted, confirming consents and allocations for up to 1,644 further homes within Stockton.
2019: the Wynyard Masterplan was adopted setting out a framework for delivery of approximately 2,800 additional homes.
2020: Wynyard Garden Village designated by the government. Recognises Wynyard as a successful new sustainable settlement for infrastructure investment and further growth.
Today – February 2022 – Beginning to shape a new vision for Wynyard Garden Village.
2022 to 2025 – Ongoing engagement as part of the continued development of the planning framework to shape the next phase of growth and development at Wynyard Garden Village.
2022 – continued expansion of employment opportunities, led by development of the Amazon fulfilment centre.
2023-24 – Major new milestones in expansion of road infrastructure on site, an additional primary school and further local shopping and leisure facilities – including a new pub.
2024 and beyond – further investment and development to enable Wynyard to mature into an attractive and sustainable new settlement.
