We are proposing to introduce a non-immediate Article 4 Direction. This would remove permitted development rights that currently allow the conversion of houses into small HMO's (Houses in Multiple Occupation) for between 3 and 6 residents, without the need for planning permission.
The proposal only applies to the area outlined in red on the map below (the council's planning administrative area)
Please note, the proposals don't apply to the greyed out areas. A separate consultation is being held by the Hartlepool Development Corporation. To find out more about the Hartlepool Development Corporation click this link.
A copy of the Article 4 Direction and map can be viewed here.
Paper copies of the HBC Article 4 Direction are also available at Hartlepool Borough Council, Civic Centre, Victoria Road, Hartlepool, TS24 8AY.
Representations must be made by 5pm on 23rd January 2026.
